Comptroller of Maryland’s fraud analytics saves the state millions in tax fraud

As the state of Maryland’s elected Chief Financial Officer, the Comptroller of Maryland office acts as an independent voice on fiscal matters, overseeing every dollar in and every dollar out for the State of Maryland. The agency’s Teradata platform provides a single view of each taxpayer and performs fraud analytics. The fraud analytics model aims to catch as much fraud as possible, while also reducing false positives and getting legitimate taxpayers their refunds within the promised, and very short, 72-hour timeframe. The sophistication and accuracy of the fraud modeling has evolved from a linear regression model to a complex multi-node decision tree ensemble model with multiple machine learning components. It has identified many complex schemes from malicious tax preparers to sophisticated technical adversaries. As a result, the efforts have saved the State of Maryland an estimated $25-35 million annually, while creating operational efficiencies that accurately target fraud.
